The respondent was found to have breached its property factor duties by unreasonably delaying the issue of an invoice for an urgent lift repair, contrary to WSS Clause 9 response obligations, even though in practice funds were reallocated to complete the repair. A PFEO requiring a £100 credit to the applicant's factoring account was proposed on 1 June 2026, formally issued on 13 July 2026, and both parties confirmed compliance by 26 August 2026. Complaints about roof repair delays and inappropriate charging were not upheld, and the data protection complaint was found to be outside the Tribunal's jurisdiction.
